Zoning regulates land uses within the City. Each parcel in the City is assigned to a zone which describes the regulations under which that land may be used. The Zoning Code identifies allowable uses and sets standards such as minimum lot size, maximum building heights, and set-back requirements. The City of Guthrie established the Architectural Design Standards to set minimum standards for architecture, site planning, and landscaping. These standards are applied to new development or improvements to existing development and are all listed in the Zoning Code.

The Planning Department provides technical assistance and staff support to the Planning Commission, Board of Adjustment, Historic Preservation Commission, and City Council.
